Special Guest Speaker: City of San Diego Independent
Budget Analyst, Andrea Tevlin
Andrea Tevlin is the City Council's first Independent Budget Analyst under the strong mayor form of government.
Local government experience for 35 years includes: Budget Director; Chief of Staff for the Mayor; Deputy City Manager, all for the City of Phoenix.
The creation of the Office of Independent Budget Analyst was a key part of the Strong Mayor ballot proposal approved by voters in November 2004. With the Mayor now serving as Chief Executive Officer, rather than a City Manager who had reported to both the Mayor and City Council, there was recognition of the Council’s need for executive level policy and budget analysis and advice independent of that of the Mayor and his staff.
The Independent Budget Analyst and her eight staff members are responsible for reviewing, analyzing and advising the Council on all matters that are before them for consideration at full Council as well as Committee meetings. In conducting their analyses and developing their reports and recommendations they work independently of the Mayor and the City Council in order to provide objective, complete and accurate information to assist the Council in their decision-making processes and to better inform the public. The Independent Budget Analyst also represents the Council in City labor negotiations and on the Managed Competition Independent Review Board, and is responsible for preparing independent fiscal analyses of all ballot proposals. A significant role of the IBA has also been that of strong advocate for a strong legislative branch in the new form of government.
When asked at a City Club meeting what he thought of the Independent Budget Analyst, the current mayor responded that she’s a real pain in the neck. The Council’s advice to her was to aim lower. After a couple of bumpy years in the new form of government, most everyone really does respect each others’ roles.
